Victoria was a biscuit and chocolate factory that originated in Belgium in 1896. The company acquired mainly fame by the chocolate brand with the same name. At the height of its existence, the company owned factories in the city Koekelberg, in the Dutch city Dordrecht and in the French city Boulogne-Billancourt. It had about 4000 employees.

Victoria was founded in 1896 as an industrial cookie factory by three Brussels pastry makers: Charles Jeghers, Emile Bossaert and Joseph Carlier in response to British companies that successfully exported their cookies to the mainland. The factory, which was named 'the Biscuits and Dessert Factory Victoria', was located outside the Brussels center, on the plateau of Koekelberg. With the name Victoria, referring to British Queen Victoria, the founders made clear that they wanted to get into competition with the British.

The factory had a great success from the start and the product range expanded continuously. They made spices, macaroons, cakes and all kinds of other butter cookies. A big specialty was decorating the cookies by using a chinois. It also began selling assortment boxes. In 1899 the catalog already contained 131 products and the profit was increased fivefold to expand further. In publicity, Victoria called on Privat-Livemont for the design of her posters.
